During the initial discovery phase, we conducted on-site field research across 42 urban and remote public schools spanning Java, Sumatra, and Papua.
We uncovered that over 85% of school treasurers were classroom teachers appointed to handle fiscal duties with little to no formal accounting background. They spent up to 15 hours every week after school manually balancing receipts and cross-referencing shifting provincial income tax brackets.
The consequences were severe:
• Inadvertent tax calculation errors led to failed annual audits and frozen bank accounts.
• Physical paper receipts were frequently lost or damaged by humidity, causing severe audit disputes.
• Schools in remote islands with intermittent electricity regularly experienced corrupted Excel files when workstations crashed during power outages.
The primary directive was clear: build a system that is as foolproof as a consumer banking app while meeting rigorous governmental double-entry accounting standards.
02 / Double-Entry Ledger & Intelligent Guardrails
Traditional enterprise ERPs force users to manually select debit and credit ledger codes, creating immense cognitive load for non-accountants.
We inverted this model by designing a "Smart Transaction Workflow":
1. Natural Language Entry: Treasurers select intuitive operational activities (e.g., "Procure Science Lab Workbooks", "Classroom Air Conditioning Repair").
2. Automated Chart of Accounts: The system automatically maps the expense to the proper statutory ledger codes behind the scenes.
3. Automated Tax Engine: Based on the vendor's tax ID status and transaction threshold, the engine automatically calculates VAT (PPN) and withholding tax (PPh 21/22/23), outputting print-ready statutory tax slips.
4. Pre-Filing Guardrails: Hard limits prevent over-spending on specific operational categories (e.g., honorarium caps) before the expense can be finalized, guaranteeing compliance before records reach external auditors.
A non-negotiable requirement was reliability under adverse network conditions: over 35% of target schools operated on unstable 3G cellular connections or intermittent daily power.
We designed an offline-first client architecture using IndexedDB for local state persistence, wrapped with a custom Conflict-Free Replicated Data Type (CRDT) engine:
• Complete Local Capability: Treasurers can draft annual budgets, enter daily cash transactions, and generate local expense reports completely disconnected from the Internet.
• Opportunistic Background Sync: When connectivity is restored, the client serializes transactions into cryptographic operation batches, syncing idempotently with the central Ministry cloud.
• Atomic Transactions: Changes are committed locally first, guaranteeing zero data loss even if the workstation experiences an abrupt shutdown.
04 / Financial Design Tokens & Ergonomic Data Entry
Entering hundreds of receipts required an interface optimized for speed, precision, and visual comfort on low-resolution 720p monitors common in school administration offices.
We engineered a dedicated Financial Token System:
• Monospaced Tabular Numerals: Custom tabular font metrics preventing decimal misalignment in dense fiscal ledgers.
• Keyboard-First Ergonomics: Comprehensive keyboard shortcuts (Tab, Shift+Tab, Enter to commit, Alt+N for new entry) allowing treasurers to log 50+ line items without touching a mouse.
• High-Contrast Color Palette: Meets WCAG 2.1 AAA contrast ratios to ensure readability under intense direct sunlight in unconditioned tropical offices.
• Multi-State Audit Visualizers: Clear color-coded badges indicating whether a ledger line is Draft, Pending School Principal Approval, Verified, or Disbursed.
05 / Institutional Scale & Quantified Impact
Within 14 months of nationwide rollout, ARKAS became the mandatory operating backbone for public education finance:
• 210,000+ Public Schools Onboarded: 100% of targeted primary and secondary schools successfully adopted the platform.
• $3.5B+ USD Annually Processed: Complete transparency across the entire National Operational Grant (BOSP) budget.
• 99.8% On-Time Filing Rate: Municipal education departments received complete reconciled audit portfolios within days of period close, compared to months previously.
• Zero Grant Freezes: Not a single school experienced funding delays due to paperwork formatting errors, ensuring students received textbooks and nutritional lunches without disruption.
Project Scope & Approach
The Challenge
Prior to ARKAS, 210,000+ public school treasurers recorded operational grants across disconnected offline spreadsheets and physical paper journals. Fragmented regional tax decrees, delayed reconciliations, and inadvertent ledger mistakes resulted in hundreds of millions in operational funds being frozen, delaying essential classroom supplies and teacher honorariums nationwide.
The Solution
Engineered a unified, double-entry financial operating system with automated regional tax calculations, real-time audit guardrails, and a humanized web interface that eliminates accounting errors at the moment of entry while supporting resilient offline-first data entry in rural schools.
The Impact
Scaled nationwide to standardise $3.5B+ USD in annual education grants across all 514 regional districts, achieving a 99.8% on-time audit filing rate and slashing municipal reconciliation times from 3 weeks down to under 2 hours.
